“Navigating the New Era of Education Financing in Kenya”

Introduction

Kenya’s higher education sector has long been a pillar of national progress, equipping generations with the knowledge and skills to drive economic development and social transformation. However, the sector is undergoing significant changes, presenting both challenges and opportunities. Rising education costs, coupled with economic pressures, strain institutions and students alike. Additionally, addressing the needs of a diverse student population, including those from marginalised communities and individuals with special needs, requires innovative and inclusive approaches. As the demand for quality education continues to grow, so does the urgency for sustainable financing solutions.

In response to these challenges, the Ministry of Education, through the Universities Fund Kenya, is proud to host the Second Biennial University Financing Conference. This event will convene key stakeholders—university leaders, government policymakers, private sector partners, and development organisations—to explore practical solutions for improving the financial sustainability and operational efficiency of Kenyan universities. Building on the success of the inaugural conference in 2023, this year’s event will focus on innovative funding strategies, optimising financial management, and leveraging digital technology to transform university operations and enhance long-term resilience.

Alignment with Government Priorities 

The Second Biennial University Financing Conference 2025 has been strategically designed to align with Kenya’s key economic development priorities, as outlined in the government’s policy frameworks and development plans. The conference will specifically support the following national and regional agendas:

  • Vision 2030: By emphasising technology, digital transformation, and global competitiveness, the conference contributes to Kenya’s long-term development blueprint, Vision 2030, which seeks to position the country as a middle-income economy driven by knowledge and innovation.
  • BETA Agenda: The conference integrates key aspects of the BETA Agenda, which focuses on boosting manufacturing, enhancing agricultural productivity, transforming urban areas, and achieving universal healthcare. Strengthening higher education financing directly supports the development of a skilled workforce to drive these sectors forward.
  • Pan-African Agenda: Recognising Kenya’s role as a regional economic powerhouse, the conference will explore globalisation, localisation, and regional education funding, reinforcing the country’s commitment to the Pan-African Agenda and fostering cross-border collaboration in higher education.

This alignment ensures that discussions and outcomes from the conference not only strengthen Kenya’s higher education sector but also contribute to broader economic and regional development goals.

Theme

The theme reflects the evolving financial landscape of higher education in Kenya and seeks to address the critical gaps that hinder long-term sustainability.

Conference Objectives

  • Discuss progress on reforms, innovative funding models and explore University rankings .
  • Promote implementation of best practices in financing management and resources mobilisation for long term sustainability.
  • Identify and leverage digital  innovations to optimise university operations.

Target Participants

This conference aims to attract over 300 participants, representing a cross-section of key players in the higher-education financing ecosystem:

  • University Leaders: Vice-Chancellors, Chancellors, Registrars, and Finance Officers from both Public and Private Universities.
  • Government representatives: Senior representatives from the Ministry of Education, the National Treasury, and related ministries.
  • Private Sector Partners: Banks, technology companies, and corporate organizations with a vested interest in education financing and innovation.
  • Development Partners: International donors, NGOs, and regional organizations committed to advancing higher education in Africa.
  • Academic Experts: Researchers, educators, and consultants specializing in education financing, institutional management, and digital innovation.
